EX Team Rocket Returns is the seventh expansion of the EX Series, released on November 8th, 2004 and known in Japan as Rocket Gang Strikes Back. As the name promises, the villains are back: this 111-card set is a full-blooded sequel to the beloved Team Rocket set of 2000, reviving its shadowy “Dark” Pokémon and its roster of team-owned troublemakers.
The checklist is ruled by Rocket’s Pokémon — eleven of them as Pokémon-ex, from Rocket’s Mewtwo ex and Rocket’s Suicune ex to a stampede of stolen legendary birds. But the set’s real place in history is a brand-new rarity it invented: the very first Gold Star Pokémon, the shiny, gold-☆ chase cards that collectors still hunt two decades on.
The whole release drips with personality, right down to two theme decks named after the anime’s most famous crooks: Jessie and James. It even closes on a wink to its own past, reprinting the classic Trainer card “Here Comes Team Rocket!” from the 2000 original.
Mixing Generation I and II Pokémon under Team Rocket’s banner, and leaning into the darker, grittier tone the villains bring, Back with a vengeance was no idle boast — and, as it turns out, it’s a story the card game would tell again.
Back with a vengeance!
The return of Team Rocket is trouble for your opponents — command their Dark and Rocket’s Pokémon and seize the advantage.
— Original Pokémon USA promotional copy, 2004
Team Rocket, Then and Now: 2000 → 2004 → 2025
To understand EX Team Rocket Returns, you have to go back to 2000. That year, Wizards of the Coast released Team Rocket — the very first set to hand the game over to the bad guys. It gave us shadowy “Dark” versions of familiar Pokémon (Dark Charizard chief among them), the idea of team-owned Pokémon, and the mischievous Trainer card “Here Comes Team Rocket!” It was a fan favourite, and four years later this set is its direct sequel — the clue is in the name.
Returns brings all of it back and turns the dial up. The Dark Pokémon are here again, joined by eleven Rocket’s Pokémon-ex; the theme decks are named for Jessie and James; Rocket’s Meowth and Rocket’s Wobbuffet nod straight at the anime duo; and the set literally closes on card 111 by reprinting “Here Comes Team Rocket!” itself. On top of the nostalgia, it made its own history too, debuting the first-ever Gold Star Pokémon — a rarity that would define chase cards for years.
And here’s the lovely part: the story didn’t end there. In 2025, more than twenty years later, Team Rocket returned again in the Scarlet & Violet set Destined Rivals — and the parallels are uncanny. That set revived the very same owner’s-Pokémon idea under the “Team Rocket’s” banner, with a Team Rocket’s Mewtwo ex echoing this set’s Rocket’s Mewtwo ex, and a Team Rocket’s Wobbuffet promo winking at Jessie and James all over again. Three sets, twenty-five years apart, all built on the same simple, irresistible idea: sometimes it’s more fun to play as the villains.
Print Versions & Collectors Info
Boosters came in four artwork variants — Gyarados, Tyranitar, Scyther and Mewtwo — each holding nine cards. Two theme decks, Jessie and James, brought the anime’s favourite duo to the table.

Other Cards
Beyond the ex cards, the set is full of Team Rocket character and callbacks — including a wink at the anime and a card lifted straight from the 2000 original.
Rocket’s Wobbuffet (47/109)
A cheeky nod to Jessie’s ever-present sidekick from the anime. Its Poké-Body shuts down Poké-Powers on both sides — a disruptive little spanner that’s pure Team Rocket mischief.
Here Comes Team Rocket! (111/109)
The set’s final card is a loving reprint of the classic Trainer from the 2000 Team Rocket set — a deliberate bookend that ties the sequel straight back to the original.
For Collectors: Most Valuable Cards
This set’s chase cards are legendary — literally and figuratively. The first-ever Gold Stars headline, backed by a deep bench of Rocket’s Pokémon-ex.
Torchic Star (108/109)
History in gold foil: one of the first three Gold Star Pokémon ever printed. These shiny, alternate-coloured cards launched a whole new tier of rarity — and remain some of the most coveted pulls of the vintage era.
Mudkip Star (107/109)
A debut Gold Star and a fan-favourite Hoenn starter — shiny, scarce, and adored by collectors chasing the original trio.
Treecko Star (109/109)
The third of the landmark Gold Stars, completing the first-ever shiny-star trio at the very end of the checklist.
Rocket’s Mewtwo ex (99/109)
The stolen psychic powerhouse and the face of the set’s Rocket’s Pokémon — a marquee ex and a natural centrepiece.
Rocket’s Suicune ex (105/109)
A gorgeous Dark-typed take on the northern beast, and one of the most sought-after of the eleven Rocket’s ex.
Rocket’s Zapdos ex (106/109)
A stolen legendary bird in Team Rocket colours — part of the set’s haul of hijacked legends.
Rocket’s Snorlax ex (104/109)
A tanky Dark Snorlax with self-healing — a popular, characterful ex from the Rocket’s line.
Rocket’s Entei ex (97/109)
The fire beast under Team Rocket’s command, rounding out a deep and desirable set of ex cards.
Most Powerful Cards (Competitive Play)
The Rocket’s ex weren’t just for show — several were sharp, disruptive tools in the Dark-typed decks of the era.
Rocket’s Mewtwo ex (99/109)
Its Darkness Switch attack swaps all the damage counters between itself and the Defending Pokémon — a wild swing that could turn a losing exchange on its head.
Rocket’s Suicune ex (105/109)
With Darkness Energy attached, it simply ignores every Special Condition — a slippery, hard-to-pin-down attacker that shrugged off status decks.
Rocket’s Sneasel ex (103/109)
A gust-and-snipe attacker that drags your opponent’s Bench into the open and punishes it — great for picking off fragile setup Pokémon.
Rocket’s Snorlax ex (104/109)
A resilient wall that heals itself between turns while it holds the line — a frustrating roadblock for aggressive decks.
Trivia
- The set debuted the first-ever Gold Star Pokémon — Mudkip Star, Torchic Star and Treecko Star — launching one of the most beloved rarities in the game’s history.
- It is a direct sequel to the original 2000 Team Rocket set, reviving Dark Pokémon and the team-owned “Rocket’s” Pokémon concept.
- The final card, “Here Comes Team Rocket!” (111/109), is a reprint of the same-named Trainer from that 2000 set — a deliberate bookend.
- Its two theme decks are named Jessie and James after the anime’s famous Team Rocket duo, and Rocket’s Meowth and Rocket’s Wobbuffet nod to them too.
- Eleven Rocket’s Pokémon-ex appear in the set, including a whole flock of stolen legendary birds and beasts.
- In Japan it was titled Rocket Gang Strikes Back, and it mixes Generation I and II Pokémon under Team Rocket’s banner.
- Team Rocket would headline a set again more than twenty years later in Destined Rivals (2025), whose “Team Rocket’s” owner Pokémon — including a Team Rocket’s Mewtwo ex and a Jessie-and-James-nodding Team Rocket’s Wobbuffet — echo this very set.
