EX Legend Maker is the twelfth expansion of the EX Series, released on February 13th, 2006 and known in Japan as Mirage Forest. A compact 93-card set, it carries on the δ Delta Species experiment from the set before it — but it wraps the whole thing around a single, irresistible mystery: Mew.
The tagline set the tone: “Every legend has a beginning — what secrets does Mew hide?” True to that, the mythical Mew ex is the headline card, hidden away in the misty Mirage Forest of the Holon region. It’s backed by a small but punchy line of Pokémon-ex in Arcanine ex and Walrein ex.
The set’s glittering chase cards are a familiar trio in a new finish: the legendary titans Regice, Regirock and Registeel return as Gold Stars, shiny golems to hunt through the packs, with a secret-rare Pikachu δ tucked past the end of the checklist.
Two theme decks shipped alongside it, Groundbreaker (Grass/Fighting) and Shadowquake (Water/Psychic). Small it may be, but Legend Maker punches above its weight — largely because of the little pink legend at its centre.
Every legend has a beginning…
What secrets does Mew hide that Pokémon trainers have been waiting to learn?
— Original Pokémon USA promotional copy, 2006
Every Legend Has a Beginning: The Secrets of Mew
If any Pokémon deserves a set built around it, it’s Mew. The tiny psychic mythical is wrapped in legend — said to hold the DNA of every Pokémon, the ancestor from which all others are believed to descend, glimpsed only as a pink shimmer in the deep forest. EX Legend Maker leans into exactly that mythology, setting itself in the misty Mirage Forest and asking, right on the wrapper, what secrets Mew has been keeping.
The clever part is how the flagship card plays. Mew ex has a Poké-Power called Versatile that lets it use the attacks of any Pokémon in play as its own — friend or foe. It’s a perfect piece of flavour-as-mechanic: a Pokémon said to be the source of all others, able to borrow any move on the board. In one card, the set’s whole “legend maker” theme clicks into place.
Around that centrepiece, the set keeps the δ Delta Species idea rolling from EX Delta Species — off-type Pokémon born of the Holon experiments — and crowns the chase with the three legendary titans reborn as Gold Stars. It all fits the theme: a booster box of hidden power, secret origins and mirage-forest legends, with the most storied mythical of them all sitting quietly at its heart.
Print Versions & Collectors Info
Boosters came in four artwork variants — Mew, Arcanine, Aerodactyl and Banette — each holding nine cards. Two theme decks, Groundbreaker and Shadowquake, rounded out the release.

Other Cards
Mew doesn’t only headline as an ex — and a familiar face hides at the very end of the checklist.
Mew (10/92)
A non-ex Mew for players who want the mythical without the two-Prize risk — a charming, affordable companion piece to the flagship Mew ex, and a lovely card in its own right.
Pikachu δ (93/92)
The set’s secret rare, hiding one past the numbered checklist — a Delta Species Pikachu that completists need to finish the set, and always a favourite thanks to the mascot.
For Collectors: Most Valuable Cards
The chase splits neatly: the three legendary-titan Gold Stars, the Mew ex flagship, and a short line of desirable ex and holos.
Registeel Star (92/92)
A Gold Star of the steel titan and one of three shiny golems that crown the set — the pick of the chase for many collectors.
Regice Star (90/92)
The ice titan in Gold Star form, its Ice Barrier shrugging off ex attacks — a gorgeous, scarce headliner.
Regirock Star (91/92)
The rock titan completes the Gold Star trio — collected as a set of three, just as the golems were meant to be.
Mew ex (88/92)
The heart of the whole set — the mythical Mew with a power that borrows any attack in play. The card the box was built to sell.
Walrein ex (89/92)
A tanky Water ex whose Icy Aura chips the whole board between turns — a strong, popular pull.
Arcanine ex (83/92)
The legendary hound as an ex, healing itself as it powers up — a fan-favourite Fire ex.
Gengar (5/92)
A moody, much-loved holo of the shadow Pokémon — one of the set’s most attractive non-ex chase cards.
Aerodactyl (1/92)
The fossil flyer opens the set as a striking holo — a perennial favourite for fossil and rock collectors.
Most Powerful Cards (Competitive Play)
For a small set, Legend Maker offered a genuinely flexible star and a couple of grinding control pieces.
Mew ex (88/92)
Its Versatile power lets it use the attacks of any Pokémon in play — a toolbox in a single card that could adapt to almost any match-up, so long as you had the Energy.
Walrein ex (89/92)
Icy Aura quietly drops a damage counter on every non-Water Pokémon each turn — a passive clock that wore opponents down while Walrein tanked hits.
Arcanine ex (83/92)
Fire Remedy heals damage and clears Special Conditions every time you attach Fire Energy — a resilient attacker that was frustrating to knock out.
Regice Star (90/92)
Beyond its shine, Ice Barrier can switch off an opposing Pokémon-ex’s attack entirely for a turn — a handy defensive trick against the format’s biggest threats.
Trivia
- The set is built around Mew — its tagline, “Every legend has a beginning,” plays on the mythical’s lore as the ancestor of all Pokémon.
- Mew ex’s Versatile power lets it use the attacks of any Pokémon in play — a neat mechanical nod to a Pokémon said to hold the DNA of every species.
- It continues the δ Delta Species theme from the previous set, with off-type Pokémon and the Holon storyline — here set in the Mirage Forest.
- The legendary titans Regice, Regirock and Registeel return as Gold Stars, the set’s glittering chase trio.
- A secret-rare Pikachu δ (93/92) hides one card past the end of the checklist.
- At 93 cards it is one of the smaller EX-era sets, with two theme decks, Groundbreaker and Shadowquake.
