EX Power Keepers is the sixteenth and final expansion of the EX Series, released on February 14th, 2007. After four years and sixteen sets, it’s the last chapter of the EX era — a 108-card send-off that swaps experimentation for a confident greatest-hits victory lap under the tagline “Take the reins of power!”
Gone are the δ Delta Species tricks of the sets before it. Power Keepers goes back to basics: standard-type Hoenn Pokémon, a strong line of Pokémon-ex — Metagross ex, Salamence ex, Absol ex and more — and a stack of reprinted classics drawn from the Ruby & Sapphire years, all themed loosely around Hoenn’s Elite Four.
The chase is a beauty: the three Eeveelution Gold Stars — shiny Flareon Star, Jolteon Star and Vaporeon Star — close out the set and the whole EX era with one of the most beloved Gold Star trios ever printed.
Two theme decks shipped alongside it, Dark Blast (Fire/Darkness) and Mind Game (Psychic/Fighting). A tidy, powerful, nostalgic full stop — and the end of an era worth looking back on.
Take the reins of power!
Unleash great forces that every Trainer will want to harness for their own!
— Original Pokémon USA promotional copy, 2007
The End of the EX Era
EX Power Keepers isn’t just another set — it’s the final one of the EX era, and with it a four-year chapter of the Pokémon TCG closes. It all began back in 2003 with EX Ruby & Sapphire, Nintendo’s very first set after taking the game over from Wizards of the Coast. Sixteen expansions later, the story ends here.
And what a story it was. The EX era introduced the powerful, two-Prize Pokémon-ex; it gave collectors the shiny, box-topping Gold Stars; and it ran the wildly inventive δ Delta Species experiment that recoloured familiar Pokémon into brand-new types. Many fans look back on these years as a golden age — bold artwork, clever mechanics, and some of the most valuable cards the hobby has ever produced.
Fittingly, Power Keepers plays like a curtain call. It drops the experiments and returns to clean, standard-type Pokémon, leans on fan-favourite reprints from across the era, and saves its shiniest moment — the Eeveelution Gold Stars — for the very end. Just months later, Diamond & Pearl would arrive with a new generation, new card frames and a whole new rulebook, resetting the game for a new age. Power Keepers is the graceful goodbye that came first — and a perfect place to close the book on the EX era.
Print Versions & Collectors Info
Boosters came in four artwork variants — Raichu, Absol, Aggron and Walrein — each holding nine cards, with the Eeveelution Gold Stars falling at roughly one per booster box. Two theme decks, Dark Blast and Mind Game, rounded out the release.

Other Cards
Being a greatest-hits send-off, Power Keepers is packed with clean reprints of fan-favourite Hoenn-era cards — a nostalgic victory lap for the whole era.
Charizard (6/108)
A non-ex Charizard reprint to close out the era — a always-welcome holo of the most popular Pokémon of all, and a lovely, affordable grab.
Blaziken (5/108)
The Hoenn fire-fighter returns as a clean reprint — exactly the kind of classic card the set leans on to send the EX years off in style.
For Collectors: Most Valuable Cards
The chase is one of the most beloved Gold Star trios ever, backed by a strong line of Hoenn Pokémon-ex.
Vaporeon Star (102/108)
The water Eeveelution as a Gold Star — a shiny fan favourite and one of three that crown the final EX set.
Flareon Star (100/108)
The fire Eeveelution in shiny Gold Star form — part of a trio collectors love to display together.
Jolteon Star (101/108)
The thunder Eeveelution completes the Gold Star Eeveelution trio — a gorgeous, scarce headliner.
Metagross ex (95/108)
A powerful Metal ex with a hand-resetting power — a marquee pull and a genuine competitive card.
Salamence ex (96/108)
The Hoenn dragon as an ex, with a huge Volcanic Flame attack — a hard-hitting, collectable holo.
Absol ex (92/108)
The disaster Pokémon as a Dark ex, sliding damage around your opponent’s board — a slick, popular card.
Flygon ex (94/108)
The desert dragon returns as an ex — a fan favourite and a fitting inclusion in a dragon-friendly era’s finale.
Walrein ex (99/108)
A tanky Water ex and one of the set’s booster-art stars, rounding out a strong ex line.
Most Powerful Cards (Competitive Play)
Power Keepers sent the era off with some genuinely strong, tournament-ready ex.
Metagross ex (95/108)
Magnetic Redraw forces both players to shuffle their hands away and draw fresh — a powerful reset that could wreck a carefully-built hand while topping up your own.
Absol ex (92/108)
Cursed Eyes shifts damage counters around your opponent’s Pokémon as you bench it — setting up knockouts and undoing their careful spreading.
Salamence ex (96/108)
A 150-damage Volcanic Flame hits about as hard as anything in the era — a genuine one-shot threat for the biggest Pokémon.
Skarmory ex (98/108)
Its Metal Gravity Poké-Body punishes opponents for retreating, quietly taxing every switch — frustrating, board-controlling tech.
Trivia
- EX Power Keepers is the 16th and final set of the EX era — the last expansion before the Diamond & Pearl era reset the game with a new generation and new card frames.
- It dropped the δ Delta Species gimmick and returned to standard-type Pokémon, leaning on reprints of classic Hoenn-era cards themed around the region’s Elite Four.
- The three Eeveelution Gold Stars — Flareon, Jolteon and Vaporeon Star — close the set and the era as one of the most beloved Gold Star trios.
- In a reversal of the usual order, the Japanese version — the World Champions Pack — came out after the English set, made to give Japanese players parity ahead of the 2007 World Championships.
- The EX era it closes had begun back in 2003 with EX Ruby & Sapphire, Nintendo’s first set after taking over from Wizards of the Coast.
- Its two theme decks were Dark Blast (Fire/Darkness) and Mind Game (Psychic/Fighting).
