Synopsis

Aboard the cruise liner S.S. St. Flower, bound for Slateport City and the Grand Festival now that May has her fifth Ribbon, Officer Jenny warns the passengers that the phantom thief Brodie, a master of disguise and a former member of Team Magma, is somewhere on the ship. Team Rocket overhear and scheme to catch him themselves so that they can claim credit for the downfall of Team Magma and Team Aqua, which Jenny confirms have both disbanded. Then May’s Munchlax, hunting for food, crashes into the display case holding the Ribbon Cup, the Grand Festival’s trophy, and breaks it, revealing that the cup inside is a fake. Raoul Contesta discovers that the Contest Committee’s official seal is missing too and finds a calling card signed by Brodie, and he reluctantly announces that the Grand Festival will have to be cancelled.

May is devastated, so the group help Jenny lay a trap. She paints a Poké Ball gold, displays it as the “world’s first” golden Poké Ball and a priceless prize, and hides a tracking device inside. Team Rocket, disguised as bellhops, try to steal it first and are promptly blasted off by Pikachu. Brodie then strikes in earnest, turning up in one disguise after another: the ship’s captain, an elegant lady in the dining room and a master chef in the galley. Each time the group close in he slips away, and finally his Golbat’s Haze blinds everyone while he escapes with the golden Poké Ball, leaving the heroes coughing on the deck. Jenny, however, is unconcerned: the tracker hidden inside the ball will lead them straight to the thief.

Brodie soon discards the decoy once he discovers the tracker, and the group find two identical Officer Jennys on deck. Brock’s flirtatious “test” quickly reveals which one is real. Cornered, Brodie tosses the real Ribbon Cup back, but Team Rocket swoop in and grab it while Brodie flies off with a jet pack. Jenny’s Growlithe joins Pikachu to defeat Seviper and Cacnea with Flamethrower, Thunderbolt and Thunder, and the Ribbon Cup is recovered intact. Raoul Contesta happily declares that the Grand Festival will go ahead as planned, and the ship docks safely in Slateport City with Brodie still at large and May more determined than ever to win the cup she helped to save. It is the first time Raoul Contesta has appeared in person outside a Contest.
